Spanish judge indicts 40 Rwandan military officers for genocide

The judge issued international arrest warrants against the 40, including Gen. James Kabarebe, whom the judge said is believed to be the chief of staff of Rwanda's military; Gen. Kayumba Nyamwasa, whom the judge said is believed to be Rwanda's ambassador to India; and Lt. Col. Rugumya Gacinya, whom the judge said is believed to be a military attaches at Rwanda's embassy in Washington, according to court documents viewed by CNN

Rwanda does not have an extradition treaty with Spain, a court spokeswoman told CNN.

The indictments against the 40 are for "crimes of genocide, human rights abuses and terrorism," during the 1990s in Rwanda, "when more than four million Rwandans were killed or disappeared under an extermination plan for ethnic and/or political reasons," the court documents said.

Let's not overthink playtime

When I was little, my bedroom faced the front of the house. Our neighborhood swarmed with kids. In the summer, the window was always open -- we had no air conditioning, of course -- and I remember my dad liking to take naps there on long Sunday afternoons. Why? Because, he said, he loved so much to hear the happy sounds of the children playing outside.

You know, that faraway/right there cacophony of children squealing and yelping and chasing and playing. So unstructured, so fun. A sense of innocence about it.

That was at a time when parents literally said, "Go play in the street." At least mine did. We would play four-square and hopscotch by the hour on the quiet street in front of our suburban Chicago (Arlington Heights) home. A car would come, we'd clear out for a moment, then go back to our game.

Eliot Spitzer was one of six governors interviewed about the presidential contest by The Washington Post at the National Governor's Association in D.C.

Asked what advice he would give to Hillary Clinton, whom he has endorsed and pledged to cast a superdelegate ballot for, Spitzer said: "I'd tell her keep doing what she's been doing," adding: "She's making a powerful case."

But the governor also made no secret of his admiration for Barack Obama, saying: "Let's face it, Barack emotes in a way that is remarkable."

Asked later whether he believes experience is necessary to bring about real change in government, Spitzer answered, rather diplomatically and in his typical wonky way (he also employed the Spitzeresque buzzword "pivotal" during the interview): "It's not a binary choice."

On his own record, Spitzer listed Medicaid reform and increased education spending (which he has proposed curtailing to some degree this year) as his most significant accomplishments.

DHAKA, Bangladesh, Nov. 16 (UPI) -- A devastating cyclone on the southwestern coast of Bangladesh has killed more than 260 people and displaced thousands of others.

The storm, which made landfall Thursday evening, has left at least 500 fishing trawlers -- staffed by more than 3,000 fisherman -- missing, PTI reported Friday.

Officials said Bangladeshi Army troops and Air Force helicopters were called in to assist with rescue operations.

The officials said the Barguna district was one of the hardest-hit by the storm, with 118 people in the area killed. Reports are still pending from some areas affected by the cyclone, including the Khulna and Barisal districts and the island of Dubla Chor.

Meanwhile, the country's weather office said the sun was shining Friday, but there was a chance of rain later in the day, as the storm continues to flounder north of the country's coast in a weakened form, PTI said.
